BOWMAN, Placer County — Placer County has published guidance on drainage problems caused by grading, construction and changes in how stormwater flows from one property to another, a practical issue in the Auburn/Bowman foothills.
The county explains that development can change the volume and velocity of runoff, or redirect water onto neighboring land. Some changes may be allowed while damage to another person’s property may require review. Responsibility depends on whether the concern involves private construction, county-road drainage or a stormwater quality complaint.
For grading and construction issues in unincorporated areas, the county lists Engineering and Surveying at 530-745-3110. County-road drainage is directed to Road Maintenance at 530-745-7565, while water-quality matters follow a separate county route. Those distinctions can save residents time when filing a complaint.
What residents should do
Property owners should photograph the location and stormwater path without entering unsafe areas, record when the problem occurs and check permit conditions before changing a ditch or culvert. A private drainage dispute should not be described as a current flood emergency without evidence.
